GRS certification verifies recycled content. OEKO-TEX STANDARD 100 verifies product chemical safety for the certified textile components. Neither certification addresses every potential compliance issue relevant to EU customs — and customs inspections check for issues beyond the scope of the sustainability certifications buyers typically obtain.
EU customs authorities and market surveillance bodies can conduct conformity checks on imported consumer products covering: product labeling (fiber composition, care labels, country of origin), REACH chemical compliance (SVHCs, restricted substances), CE marking requirements where applicable, and packaging waste compliance documentation.
A laptop backpack that holds GRS certification for recycled content can be rejected because the fiber composition label is missing, the care symbols are incorrect for the EU market, or the nickel release from the zipper hardware exceeds EN 1811 thresholds. The GRS certificate is irrelevant to these specific compliance issues.
Labeling deficiencies: missing or incorrect fiber composition label, care label not in the required language, missing country of origin marking. These are administrative failures that have nothing to do with product sustainability.
Chemical non-conformance discovered during market surveillance: even with RSL test reports from the supplier, market surveillance sampling occasionally finds non-conformances in production batches — particularly for AZO dyes, restricted heavy metals, and phthalates, where batch-to-batch consistency from some suppliers is variable.
Documentation gaps: customs authorities may request compliance documentation (REACH SVHCs, test reports) that the importer cannot immediately produce. Inability to produce documentation at the port of entry can result in temporary holds even when the product is ultimately compliant.
Before shipment authorization, verify compliance against a checklist that covers: all required labeling (fiber composition, care, country of origin) in market-appropriate language; current RSL test reports for all textile components; hardware chemical compliance documentation (nickel release, heavy metals, AZO colorants in plastic); packaging material declarations; and all sustainability certifications with current validity dates.
For first shipments to a new EU market or with a new product: commission an independent pre-shipment compliance review from a firm familiar with EU import requirements. This review catches labeling and documentation gaps before the shipment leaves the factory.
A customs hold is not automatically a rejection. Provide all requested documentation promptly and completely. Have digital copies of all compliance documentation available in an accessible format — a compliance documentation package that takes 2 weeks to assemble will become an expensive warehouse hold.
If a shipment is rejected for chemical non-conformance: engage the supplier immediately with the specific test result that triggered rejection. Establish whether the non-conformance is a documentation error (test results exist but were not provided) or a genuine product non-conformance. Genuine non-conformances require quarantine and either reworking or destruction of the affected batch.
